White House Installs Border Patrol to Intensify Immigration Crackdown Amid Frustration with ICE Arrest Rates
The Trump administration is reportedly overhauling top leadership within Immigration and Customs Enforcement (ICE), replacing several regional directors with Border Patrol officials in an effort to accelerate deportations. The shift follows internal frustration over lagging arrest numbers, a reflection of President Donald Trump’s growing impatience with ICE’s performance.
Two Department of Homeland Security officials, along with a former DHS and a federal law enforcement official, confirmed that the White House has approved a list of at least a dozen ICE field directors to be reassigned. Half are expected to be replaced by Border Patrol agents, effectively placing the agency’s most aggressive enforcers in charge of ICE’s national operations.
The leadership list was compiled by Corey Lewandowski, a senior adviser to Homeland Security Secretary Kristi Noem, alongside Greg Bovino, the Border Patrol sector chief previously stationed in Los Angeles and Chicago. Bovino has become a key figure in the administration’s expanded city raids, where tactics have drawn criticism — including rappelling from Black Hawk helicopters and deploying tear gas in urban neighborhoods.
“The mentality is CBP does what they’re told, and the administration thinks ICE isn’t getting the job done,” one DHS official said. “So CBP will do it.”
White House Deputy Chief of Staff Stephen Miller, architect of Trump’s deportation agenda, has reportedly demanded that ICE reach 3,000 arrests per day. Recent shutdown data shows the agency averaging fewer than 1,200 daily — a figure that sparked Miller’s warning to “remove underperforming leaders.”
Border Patrol Chief Mike Banks confirmed that 1,500 agents have already been deployed to assist ICE operations nationwide. Videos from Chicago show Bovino personally throwing gas canisters into crowds — an incident now part of a federal lawsuit alleging excessive force.
DHS officials say Bovino now reports directly to Secretary Noem, not to the Border Patrol commissioner, underscoring his central role in Trump’s immigration push.
The restructuring represents more than a personnel shuffle. It’s a signal that Trump’s administration is willing to sidestep internal norms and replace law enforcement bureaucrats with military-style commanders to achieve mass deportations.
As lawsuits mount and public backlash grows, the question remains whether this approach is about enforcing immigration law or staging political theater ahead of another campaign season.
