San Antonio Voters Face Spurs Arena Proposals and 17 State Amendments

What’s on the November 4, 2025 Ballot? Spurs Arena, Rodeo Upgrades, and Texas Amendments

As the calendar continues to move forward and seasons are changing, we are coming into what’s often referred to as “election season.”

With this in mind, we are now looking at a number of issues that are going to be on the November 4th ballot. There are two proposals related to the Spurs facilities and the proposed new arena, to be included in a “Sports and Entertainment District.”

There’s another seventeen amendments, to the State Constitution, which have been passed, by the Legislature, which requires approval of the voters, in order to become effective.

Regarding the Financing for the County’s Portion:

Proposition A: Authorizes $191.8 million worth of upgrades, to the Frost Bank Center, the Joe Freeman Coliseum and the San Antonio Stock Show Rodeo grounds, for year round stick show and rodeo events. Both facilities reportedly “need extensive repairs and upgrades”, intended to ensure that the facilities are not abandoned and that taxpayer investments are protected. It has the support of the Spurs’ “Win Together ” PAC, which was launched at a September 6th rally at the Pearl. Some critics are neutral on Proposition A.

Regarding the Financing for the City’s Portion:

Proposition B: This proposal, for a $1.3 billion arena, by local officials, would move the Spurs from the county-owned Frost Bank Center, on the Eastside, to a new city-owned arena, near Hemisfair, dubbed Project Marvel. Bexar County would pay $311 million, while the City of San Antonio would contribute $469 million, and the Spurs would contribute $500 million, plus any overages. Approval of this measure would set in motion plans for the aforementioned Project Marvel and the subsequent “Sports and Entertainment District”, across I -37, from the Alamodome.

Opponents, such as Cops / Metro have expressed their desire for “no public money for private interests.” They are joined by No Project Marvel!

The 17 Amendments

There are seventeen proposed amendments, to the State Constitution, which were passed by the Legislature and now require voter approval.

Proposition 1: Establish Special Funds For State Technical College System Amendment

  • The amendment provides for the creation of the Permanent Technical Institution Infrastructure Fund and the Available Workforce Education Fund, to support the capital needs of the Texas Technical College System.

Proposition 2: Prohibit Capital Gains Tax On Individuals, Estates, and Trusts Amendment

  • This amendment will Prohibit a tax on the realized or unrealized capital gains of an individual, family, estate or trust.

Proposition 3: Denial of Bail for Certain Violent or Sexual Offenses Punishable as a Felony Amendment

  • This amendment would deny bail to individuals accused of certain violent or sexual offenses punishable as a felony.

The upcoming elections, are most important, as are ALL elections. That importance includes voters “exercising your right to vote – despite how difficult it may seem!”
