A Council Consideration Request (CCR) is a tool City Council members use to introduce new ideas or policy proposals. Here’s how it works:
• Purpose: Allows a councilmember to formally request research, policy review, or possible action on a city issue.
• Process: Once submitted, CCRs are reviewed by City staff and committees—such as the Governance Committee—for input and feasibility.
• Outcome: After review, CCRs can advance to the full City Council for potential discussion, direction, or policy adoption.
• Goal: To ensure new ideas are thoughtfully vetted, legally sound, and aligned with improving residents’ lives.
Committee Begins Work Under Mayor Ortiz Jones
The City Council’s newly seated Governance Committee held its first meeting on October 15, bringing together Mayor Gina Ortiz Jones (Chair), City Manager Erik Walsh, and Councilmembers Jalen McKee-Rodriguez, Phyllis Viagran, and Edward Mungia.
Following the meeting, Mayor Ortiz Jones released a statement outlining the group’s first actions:
Today, the Governance Committee reviewed and provided substantive input regarding 12 backlogged Council Consideration Requests. We look forward to Tuskegee Airman Memorial Way becoming a reality, while we continue to expeditiously work through other CCRs, such as the Taxpayer Impact Statement and the San Antonio Trades Advisory Board. We need to comply with the current legal landscape and fully understand how implementing these ideas will materially improve the lives of our neighbors.
Streamlining How Council Ideas Move Forward
Mayor Ortiz Jones said the committee’s review highlighted the importance of using existing committee channels to move ideas forward efficiently.
“It was also abundantly clear that many of the ideas proposed via CCR could be accomplished without a CCR and could be worked through Committee, as has traditionally been the case. As Mayor and Chair of the Governance Committee, I want to ensure we’re being judicious with Council time and implementing sound policies as quickly as possible—and that doesn’t always require a CCR.”
