Mayor Calls for Congressional Oversight Into 2025 DHS Shooting, Asks “How Many More?”

Mayor Gina Ortiz Jones is calling for congressional oversight into the reported 2025 shooting death of 23-year-old Ruben Ray Martinez, who was reportedly shot and killed by a federal immigration agent last year.

In a press release issued Friday, the mayor urged members of Congress to initiate a formal oversight investigation into activity involving the U.S. Department of Homeland Security.(DHS)

“In normal times, I would call upon the appropriate departments to investigate this matter,” Mayor Jones said. “However, we’re not in normal times, and it’s unclear any department-led investigations would be fairly executed, as evident by the delay in getting answers to this point. Therefore, our Congressional leaders must do their part in initiating an oversight investigation into the death of Ruben Ray Martinez.”

The mayor emphasized that Martinez’s family and the broader San Antonio community deserve transparency.

“Mr. Martinez’ family and friends deserve answers and transparency around his death,” Jones said. “Regardless of where our residents go, everyone deserves to be safe, and they deserve timely answers when a loved one has been killed.”

She added that the lack of clarity surrounding the case has only deepened public concern.

The press release does not detail the circumstances of the shooting but centers on the need for independent federal oversight rather than relying solely on department-led reviews.

City officials have not indicated what formal authority, if any, the city may pursue beyond urging congressional action.
