Texas Republicans Advanced Mid-Decade Redistricting Despite Democratic Protests, Triggering A High-Stakes Legal Battle Over Gerrymandering

Texas Gov. Greg Abbott signed into law a new Republican-friendly congressional map on Friday, delivering a major win for President Donald Trump and the GOP ahead of the 2026 midterm elections. The move, rare for mid-decade redistricting, is expected to give Republicans as many as five new seats in the U.S. House and strengthen Trump’s narrow congressional majority.

Posting on X, Abbott declared: “Today, I signed the One Big Beautiful Map into law. This map ensures fairer representation in Congress. Texas will be more RED in Congress.” The governor signed the bill with a black Sharpie in a video shared online.

Democrats Protest and Plot Court Challenges

Texas Democrats staged a walkout in July to delay the vote, fleeing the state for two weeks in protest and rallying national attention. Upon returning, they were placed under police monitoring to ensure their attendance during the decisive session. Still, with the state’s large Republican majority, the map’s passage was inevitable.

Democrats have filed multiple lawsuits, arguing the maps unlawfully weaken minority voting power in violation of the Voting Rights Act. A three-judge federal panel in El Paso has scheduled a preliminary injunction hearing for October 1–10.

Republican leaders maintain the maps are legal, claiming they actually increase the number of majority-minority districts compared to the previous version.

California Counters With Its Own Map

In response to Texas, California lawmakers passed a measure to undo maps drawn by the state’s nonpartisan redistricting commission and create five new Democratic-leaning districts. That plan will go before voters in a November referendum.

The back-and-forth highlights the escalating national battle over partisan gerrymandering. While the U.S. Supreme Court has upheld partisan map-drawing, federal courts can still intervene if maps are found to violate minority protections under the Voting Rights Act.

High-Stakes Midterm Setup

Historically, the party holding the presidency loses seats in midterm elections. With Democrats currently only three seats away from retaking the House majority, the Texas and California redistricting fights are setting the stage for one of the most consequential congressional battles of 2026.
