National Day of Mourning Declared for Former President Jimmy Carter
President Joe Biden has announced that Thursday, January 9, will be observed as a National Day of Mourning to honor the life and legacy of former President Jimmy Carter, who passed away on December 29 at the age of 100. This solemn day will include closures and adjustments across various federal and national institutions.
What is the National Day of Mourning?
A National Day of Mourning functions similarly to a federal holiday, though it does not mandate the complete shutdown of all government operations. Federal agencies and departments have the discretion to remain open if their operations are deemed essential for national security, defense, or other public needs.
The U.S. Supreme Court will not be in session on January 9. Additionally, the New York Stock Exchange and Nasdaq will close for the day, while bond markets will remain open but will shut down early at 2 p.m. EST, according to USA Today.
Postal Service and Other Closures
The U.S. Postal Service will suspend regular mail deliveries, retail services, and administrative operations on January 9. A statement from the National Post Mail Handlers Union confirmed that there will be limited package delivery to avoid disruptions to customers and business partners. All postal facilities, including headquarters and regional offices, will participate in the observance.
Banks, however, are not required to close on a National Day of Mourning and are expected to remain open for regular operations.
