Civil Rights Advocates Question ICE Tactics After Walmart Parking Lot Incident in San Antonio

Civil rights advocates, local officials, and community members are raising questions about ICE’s presence in San Antonio after a video released by Immigration and Customs Enforcement shows a violent encounter between federal agents and an alleged migrant in a North Side San Antonio parking lot.

The video, shared by ICE and reposted by Greg Abbott on X, depicts a driver repeatedly moving a vehicle forward and backward in what ICE claims was an attempt to flee, striking two unmarked agency vehicles and injuring an officer. ICE said the officer was transported to a hospital following the incident.

“Yesterday, in Texas, a criminal illegal alien tried to run over our officer — smashing vehicles and leaving one officer injured and sent to the hospital,” the agency said in a statement Wednesday.

Footage circulated by Fox News and ICE appears to show agents surrounding a vehicle in the parking lot of a Walmart located at 12639 Blanco Road. Officers can be heard ordering the driver to exit the vehicle before the car lurches forward and backward, striking the unmarked vehicles.

ICE said the vehicles hit were being driven by its officers. The identity of the driver and details about any charges have not been released.

Alex Svehla, head organizer for advocacy group 50501 SATX, said that without additional information, he has doubts about the validity and framing of the ICE-released video.

“ICE agents act surprisingly calm for what is happening, when we have primarily seen agents be extremely aggressive in many other instances,” Svehla said.

“In light of the recent tragedy with Renee Good, it almost seems too on point with the Trump agenda — particularly how agents call out not to get in front of the vehicle. No clear video, picture, or name of this arrested person has been released.”

Mayor Says City Not Always Notified of ICE Operations

On KSAT earlier this week, Mayor Gina Ortiz Jones was asked about ICE’s presence in San Antonio and whether city leadership had been notified of increased enforcement activity.

“We’re not always notified of these operations,” Jones said. “We all are trying to balance public trust and public safety.”

Civil rights advocates and local leaders have also pointed out that San Antonio has been a focal point for federal immigration enforcement long before the recent Walmart parking lot incident, with increased scrutiny on how and where ICE operates within the city.

San Antonio is home to a federal immigration courthouse where agents have been known to detain people as they show up for hearings — sometimes in ways that legal advocates say discourage participation in the legal process.

Residents in Balcones Heights, a small city within the San Antonio metro, inked an agreement earlier this year to establish a task force model that works alongside ICE, illustrating how enforcement partnerships have spread into the region.

Despite recurring sightings and unverified social media alerts about ICE activity across neighborhoods — including near the 410 and Blanco corridor — federal authorities have not issued official warnings about an increased or new surge of enforcement operations in San Antonio.

Many longtime community members and advocacy groups say what appears “new” to some is actually the continuation of years-long ICE visibility and actions in the city.

City Council to Address ICE Activity

In response to these sustained concerns, the San Antonio City Council has scheduled a Jan. 22 special session to discuss the perceived rise in ICE presence and how local police coordinate with federal immigration officials, with time set aside for public comment.
