In a historic act of clemency, President Joe Biden commuted the sentences of nearly 1,500 individuals and pardoned 39 people on Thursday, marking the largest single-day grant of clemency by a U.S. president. Another notable case was Michael T. Conahan, a former Pennsylvania judge involved in a scandal where juveniles were wrongfully imprisoned in for-profit detention centers in exchange for kickbacks. Conahan’s case was described as one of the worst judicial scandals in Pennsylvania’s history.

The White House Clemency Process

Each case underwent rigorous review by the Justice Department’s pardon attorney before recommendations were made to the president. To qualify for commutation, individuals needed to demonstrate good behavior during home confinement and no involvement in additional criminal activity.

One recipient, Wendy Hechtman, who had been serving a 15-year sentence for drug-related charges, expressed immense relief upon hearing the news. “I will be dancing at my daughter’s wedding this summer,” she said, overwhelmed by the opportunity to move forward with her life.
